Be honest, do you enjoy reading for fun? Though reading is important, not everybody does. Based on personal experience, I have a some advise that has helped me discover, and rediscover, the pleasure of reading books.
Why do some people not like reading?
One reason I think some people don't enjoy reading is that it feels too much like school. In high school, especially my freshman year, I was required to read quite a few books that were interesting in some ways, but also really depressing at times. My reputation for young adult books is still rather serious, and less fun than books for younger readers.
It could also be a lack of books that interest them. Even with light-hearted books for people my age, I struggle to put myself in the character's shoes, which may be because I as a late bloomer, don't possess their interests and hobbies, such as sports, fashion, music that I don't care for, and romantic relationships. I find more enjoyment in books aimed at middle schoolers than for high schoolers.
While most books I read in elementary school were related to my personal interests, including dogs, cats, and fairies. I considered my self to "love" many of them, while others, not so much.
What should they do?
Try rereading books slightly below your grade level
I mostly read books for kids around the ages 9-14 because they're often very imaginative even when also serious at times.
To me, YA books tend to seem more realistic, and feel less creative.
Think about what kinds of movies and Tv shows you like.
maybe look up "books to read if you like x -movie or x- show
Since a lot of movies are based on books, maybe read a book that inspired a movie you love.
Don't try to understand every word you read
I used to want to understand what to read
I now try to figure it out myself based on context.
In fact, if you look up book recommendations for English learners, i thing that would help. (Speak English with Vanessa has a great list of them here https://www.youtube.com/watch?v=FGHHGZ0_-jE&t=2s)
